- Description: A legal state lottery, a criminal ban on everything else, and a year-long crackdown that took down hundreds of thousands of URLs. What it means if you are in the room.

Thailand has a national lottery that you are allowed to play, and everything adjacent to it that you are not — and the line between the two has been redrawn, repeatedly, by a government that has spent a year removing the internet version of the second half.

Last verified 8 October 2026\. This is active enforcement, not background policy. Read this one before you land, not after.

## The legal version: the government lottery

**Thailand's Gambling Act dates from 1935** and it is almost absolute: gambling is illegal, with two exceptions. One is the state lottery. The other is horse racing, and only at a small number of licensed clubs.

Both exceptions are genuine monopolies. **The Government Lottery Office, under the Ministry of Finance, has a statutory monopoly on lotteries** — there is no private lottery licence to buy, and no online version, because the legal framework simply does not contain one.

Concretely, if you want to play:

**Draws are twice a month, on the 1st and the 16th**, at the GLO office in Bangkok, with ten unaffiliated witnesses standing as officials. If a draw falls on a [public holiday](https://easythailandvisa.com/thailand-public-holidays/) it moves. December usually has three.
**A ticket costs about 80 baht for a pair** of six-digit numbers. Popular and lucky numbers are resold by vendors for more — 100 to 120 baht is normal on a hot number.
**The first prize is 6,000,000 baht for a winning pair**, which is 3,000,000 per ticket, because each number is printed as a pair.
**You must be 20 or older**, Thai or not, resident or not.
**Claim within two years** of the draw. After that, unclaimed prize money goes to state revenue.
**Bring your passport**, or a government-issued ID, with the original ticket — photocopies are not accepted. Wins of 20,000 baht or less can generally be collected from the vendor who sold it; larger ones from a GLO office. Cash or cheque.
**Tax is small and specific:** a 0.5% withholding tax, plus a stamp duty of 1 baht per 200 baht of prize money.

That is the whole of what is legal, and it is, honestly, a nice thing to be handed when you land. Everyone knows about it. Nobody talks about it much, which is exactly how a state monopoly is supposed to feel.

## The illegal version, and how hard they went at it

Everything else — online casinos, sports betting, online poker, slot machines, card rooms, private casinos — is illegal, and in the last twelve months Thailand has been enforcing it with a scale nobody expected.

**Between October 2025 and May 2026, police blocked 717,425 URLs** linked to gambling, across websites and major social platforms including Facebook, Line and TikTok. That is not a token gesture; that is an enormous amount of the internet.

Behind it sit two agencies. **The Technology Crime Suppression Division** went after the networks rather than the front doors, identifying 309 online gambling sites for investigation in May and June 2026 alone, with arrests and further warrants following. **The Digital Economy and Society Ministry** handles the blocking, reporting 673,699 gambling-related URLs removed across its first eight months of the fiscal year, and warning that promoting or even sharing gambling content can itself breach **Section 14 of the Computer Crime Act** — a provision that is broader and more casually enforced than most visitors expect.

The political backdrop explains the intensity. **A casino** [**legalisation**](https://easythailandvisa.com/thailand-legalising-documents-and-the-2027-apostille-switch/) **bill was rejected by the Senate in September 2025** and the push to withdraw it came with a change of government in July. The current prime minister, Anutin Charnvirakul, has made opposition to casino legalisation a signature position. Whatever else changes, a casino opening is not on the near-term horizon.

## What this actually means for you as a visitor

Here is the part that is genuinely useful, because the headline numbers are alarming and the practical consequences for a tourist are mostly not.

**You will not be arrested for having a betting app installed.** The enforcement is overwhelmingly directed at operators, networks, payment rails, influencers and advertising. That is where the arrests, the blocked domains and the seized assets are.

**But the venue risk is not zero.** When police take down an online network, they look for the places where the money changed hands, and that has historically meant entertainment venues operating as fronts. If a bar is offering you cards or dice and there is no card game when you look again, that is the enforcement showing through, and you are not the person they are interested in but you are in the room when it happens.

**The genuinely useful practical advice is about your money and your accounts, not your morals.** Online gambling operators in Thailand are prohibited, so they cannot hold a licensed local account. They route through informal rails — crypto, third-party wallets, informal transfers — all of which leave a trail, and that trail is what gets people inside the system rather than being a random stop.

**Do not use your bank card or your Thai** [**bank account**](https://easythailandvisa.com/opening-a-thai-bank-account-non-immigrant-visa/) on any platform like this, ever. This is the one thing worth being unambiguous about: you are not being moralistic, you are noting that your account is the thing that would be connected to you afterwards, and your passport is attached to it.

And, given the whole crackdown is running straight into the 2026 World Cup window with football betting interest spiking, **that advice is worth more in the next six weeks than it is in a normal month.**

## The verdict

**Play the government lottery if you want to.** It is legal, cheap, and there is nothing wrong with it. Do it on a Tuesday, for the fun of it, and put the ticket in your passport wallet.

**Everything else is not a grey area.** It is not "a bit dodgy". It is a criminal market that Thailand is spending enormous resources dismantling right now, and being inside it, even as a punter, is a place you do not need to be.

The lottery queue at a shop in Bangkok at 2:30pm on the 16th, with ten strangers all holding numbered tickets, is one of the stranger and more genuinely Thai things you will ever stand in. It costs 80 baht. Take the win if you get one. Ignore everything else.
